Icaros does not appear to read mkv chapter tag if it appears out of order.

I've only done a quick check about this, but when I remux mkvs with mkvmerge, mkvmerge places the chapters tags below the segment information and tracks. When I update the mkv with mkvpropedit, it places the chapters wherever is convenient, sometimes above the tracks and segment information.

Windows Explorer's info pane says "Contains chapters: No" in this situation, when it does contain them. As far as I have checked, putting the chapters anywhere is within spec, so this looks like a bug in Icaros.

I have attached two test files, one created with Lossless cut with the chapters in the expected order and one with the chapters removed and then added back with mkvpropedit.
