Fix automatically-generated Known Amendments page (esp. Japanese)

Updating the Known Amendments page is a hassle and error-prone. Doubly so in Japanese, which has resulted in a number of errors—for example, tables with inconsistent columns, unparsed markdown reference links, and inconsistent levels of updates with the English version.

Update AmendmentBot to be able to generate both language versions of the page consistently and to handle the new formats for the rippled source code files, as needed, then use the bot outputs to update the Known Amendments page (both versions).
