Lazy loading of locales

Hi,

in my application i now have 17 languages.
This causes some significant delay when the application starts and is quite unessecary in my opinion.
It would be great to have a loader that only loads a specify language on start and lazy loads other languages on request.

Thank you for your issue! A PR adding lazy loading as an option, either as a separate loader, or as an option in existing loaders would be welcome.

@zbraniecki Hey I would appreciate not solely promoting other projects, unless it's requested or is in the context of how it could be integrated in this project. Just mentioning it on its own isn't helpful especially given as far as I can tell this isn't available on crates.io, requires mercurial to contribute to, doesn't have much documentation on how to use it, and you aren't offering the reporter any documentation on how it would help with their issue.
