Fill in all the missing pieces between RC11 and RC17 for a 13.5 stable release.

The last version in the master branch of the original source part of the 13.5.X family is 13.5.0 RC11 (see commit db7f9a3f4f46). Judging from ForgeRock's public issue tracker RC17 was the last RC release before 13.5.0 final was released.
