insturment for New Relic Monitoring

add java/terraform code to support insturmentation with New Relic.

but need to:

1. consider extracting New Relic-specific stuff as generic insturmentation hook or something
2. apply in all examples
3. include the environment variables via the lambda examples IFF the new_relic_account_id variable is provided (or just include commented code that users who want it can uncomment?)
