Add Rodrigo Primo to the WPCS Group

Since @rodrigoprimo is paid by Automattic to work on coding standards, I think it makes sense for him to be added to the WordPress Coding Standards group here on GitHub, so that he can have merge capabilities.

I've seen his contributions here and on PHPCS and I think he is more than skilled enough to do this.

My employer is not sponsoring any of my open source work, so I really don't have much time to do any quality work here, so having Rodrigo would be beneficial for WPCS imo.

Well, for the past five months A8C did not allow Rodrigo to work on WPCS, so let's see if he's allowed to start contributing to WPCS again now A8C has changed policy ?
