Windows installer for non-administrators

Some Windows setups in companies do not allow users to elevate to administrators for security reasons. It would be nice to be able to install Jailer as a regular user.

If you have a Java JVM already installed, you can also download and use the installation archive "jailer_15.1.4.zip".
