Tag unstable release v0.1.0

I hope to find time in the next few days to tag an unstable release (probably v0.1.0) given that things haven't changed much in years.

Then I will look at doing some modernization work around using net/netip and etc, and revisiting some API ergonomics that were less friendly pre-generics.

I started implementing net/netip but unfortunately broke some tests as a result. Hopefully this helps with v0.1.0

I am looking to make use of this library, but would much prefer the net/netip library for address/prefix information.
