• These are distinct techniques to reference and build a reference list
• [[spec<-foo>]] build a reference list based on https://github.com/tobie/specref
• links to anchors (H2 up to H6) in Spec-Up-T will have a colored background, and color this block of text until the next header of the same height.

Note the difference

1. Reference of [[spec<-foo>:]] in any spec will build a list of references automatically
2. Reference of normative and informative sections in KERI Suite specification (KERI, ACDC, SPAC, CESR, etc) have to be repeated by hand in the Reference list
