Popup causing rendering issues

Describe the bug
I still don’t have a reliable way to reproduce it, though I’ve managed to do so a dozen times.

Let this issue sit until I find a way to replicate it with a GTK code example, unless you can figure it out without more details.

The popup requires a minimum height to trigger. Currently, the "Clear" button removes all notifications and the notification icon from the panel. However, depending on mouse position and the number of notifications which increases the popup height, the issue occurs easily.

The issue is tied to high refresh rates, it occurs on DP-1 but not on DP-2.

could be a bug from wlroots like this swaywm/sway#7087

force_frame_sync works for the popup but not for the app
