Can we have some contributing guidelines?

Good to have something besides https://github.com/PaulRBerg/create-eth-app/blob/develop/.github/CODE_OF_CONDUCT.md, for a newcomer on how to contribute to this repo.

Off the top of my head, something like:

1. Search for open issues, and find one suitable
2. Request to be made assignee for the issue from a code owner
3. Create a fork of https://github.com/PaulRBerg/create-eth-app
4. Add GH_OAUTH_TOKEN as a secret in the fork
5. Follow https://www.conventionalcommits.org/en/v1.0.0/
6. Make the PR, and wait for it to be reviewed
