Training manual compliance: Make member trainings visible to non-active members #886

Page 3 of the January 2023 revision of the training manual states the following:
The level of training received by each member should be publicly accessible
Currently, the DB only makes the training matrix available to active members. The training matrix should be available to any LNLDB account, regardless of activation.
Arguably the wording of the manual could be interpreted to mean that the matrix should be visible without an account, but I will accept making it available to all accounts as the only requirement for viewing it would be having a WPI AD account.
