When Steam Install Location is changed, Account Switcher Crashes

I moved the main install of Steam from my HDD to my SSD and Account Switcher is not able to detect that the steam location has changed. I have also tried reinstalling the software and it will no longer give me the prompt to point to the steam install location.

Change accounts.ini and modify the new Steam directory
