Edit dialog / modal disappears

The old redactor editor uses hyperlinks in the toolbar buttons which causes the modal to disappear from the viewport if the accordion is placed below the fold.

To reproduce (v 8.3.1):

1. Add an accordion below the fold of the page (so you have to scroll down the page to view it)
2. Create an item with a hyper link.
3. Publish the page.
4. Go back into edit mode, scroll down and open the edit dialog.
5. Try updating the items link.
