Tested compile current code on debian 11 / bulleye

Micrsoft runtime 3.0 iand sdk is not longer support and can not be install on debian 11/bulleye
the project file that automatic create for Avalon.core.App must chage to least 3.1 or 5.0

preiview of App.xaml does not work it say
Unable load preview.
Your app must target Avalonina 0.9.0 or higher

when I manual change to 3.1 it compile the project and run and die die direlcy
