Announcing the v2.36.19 Release

Happy to say there is a new release of saml2aws, v2.36.19. Massive thanks for the community who put in the effort to make this happen. You can see the list of the changes made here: v2.36.18...v2.36.19

It had been made aware there has been some issue with the last release, so hopefully there are no missing commit weirdness this time around.
