Re-enabling a plugin that has been previously installed should not re-install alll of its dependencies

When I disable and then re-enabled the sidekick plugin, I notice that it re-installs all of its dependencies, which I think is unnecesary

Interesting in the python scripting provider it looks like the was some effort to be able to determine the installed packages but it looks like that code was never completed and is in a kind of broken state:
