I don't know if there is a download for vba sdk 7.1. You might try referencing the apc71.dll if it is installed on the machine. I don't know if there is extended language support.

VB6NameSpaces (VB.dll) is now compiled with VB.NET to expose a larger portion of direct functionality. RegAsm.exe is recommended to register the component on developer machines and target machines. It is possible to use them without registration too.
