Restrict download of unpublished data #67
Description
Some sites upload unpublished data to analyzed phenotypes. Ideally they would be able to share that this data exists and even view summary charts without users being able to download the data for further analysis.
This could be accomplished by restricting the download to only include projects with an associated publication. We should also allow configuration of a message to be displayed on charts for unpublished data -at least per genus but perhaps per project via fields?
