Add philosophy for when to use options.yml as opposed to init.lua

For example the rebalancer module has a separate settings file and it would be silly to have to reimplement a dictionary based merge. The UCP3 framework could expose a default function to use for this logic.

The bigger question is the philosophy of what should we where. What should the rebalancer provide in the UI, and what can be hidden in the init.lua ?
