Tool To Convert DJI EXIF Telemetry To Mavlink Messages

We want to be able to convert the EXIF metadata into actual Mavlink messages to be sent later. The actual output format is TBD so a text list or JSON file is probably fine for now. Once the sim is upgraded to take an input telemetry file, this will output the data ino that format for use in the sim.
