rollback the recent cert update so that we can reapply the change with a new branch and see if a semver version patch will kick in a new version (#40)

We can see the patch guidance did nothing, as there is no bot commit. Attempting to merge anyway. System deploy checks will likely reject this as there is already a 1.2.0 out there.
