Cities in multiple counties

Check out Cil Coll for an example where if you search for Banffshire and Cil Coll, you get no results -- why is Cil Coll set in Banffshire in the JSON?

The answer to this specific question is that selecting a county currently shows you all the cities/towns assigned to that county, along with all which are not assigned to any county. However, having now added a "County" which is a catch-all for places not in a county (a feature not yet released, but which will be in the next release), we can now look again at how that JS is working and mitigate it.

The problem I think is that in some contexts we're stripping a trailing question mark from the city/town name, and in others we're not.

The problem appears to be caused by mismatches between the JSON, the search page controls, and the meta tags in the pages; I've just committed fixes which should align all of these to use the "? (Unknown/Unspecified)" label when counties are missing, and hopefully this will solve the control selection issue. If not, then there most be something broken in the JavaScript.
