[Feature] Send Emails to Nominees and Nominators

Feature Description
Add functionality to automatically send emails to nominees and nominators when they nominate someone. This should allow both parties to be kept updated about the status of their nominations, and allow nominees to alter information provided by their nominator.

Requirements

• Use AWS to send emails to nominees and nominators
• Allow nominees to change provided information
• Allow nominees to not have their picture shown on the site
• Allow nominees to accept/decline their nomination

TODO Currently:

• See if this can be made more efficient by using builtin email templates through AWS SES
• Integrate the endpoint to send emails when buttons are actually clicked (submit nominee, etc.)
