(Grass Carp QA/QC) Add tab to allow review of lab data

Jessica Bowser has brought up a requirement to allow users to review the lab data for Grass Carp captures.  This data is not geospatial in nature, but the records should be reviewable by the data managers for each partner organization for quality control purposes.
