Add endpoint for getting index of links and their stats? #180

Making a note for discussion.
Consider adding an endpoint for users to get an index of all their links and their stats. Could be an api endpoint, or just a way to download a csv summary of all their links? TDX 1599287.
May also be related to the use-case where users request link reports for updates? (CourseDog?)
