Deploy scripts don't actually restart queue worker?

It seems like sometimes queue worker isn't restarting on deployment? I manually tested the artisan command though, and it seems to work ok.

Next time we deploy to prod, let's confirm the pid of the queue worker actually changes.

For example: check if response count is incrementing on the folder page.
