Update Website in Preparation for Archival

We need to make the content neutral to time/past tense and make sure that it is as current as possible for project end and website archival. I've documented content and additional steps here:

These are all nearly complete. There is one outstanding issue with the sparkline plots on the site pages for climate sites. The plots for the variables AirTemp_ST110_Avg, Evapotrans_ETr, Evapotrans_ETo are currently at the bottom of the page (under the Soil Moisture Variables heading). These three should be moved up to fit with the upper block of plots. AirTemp_ST110_Avg should be at the first of the list and the other two can be at the end of the list. @darksinge can you address this?
