container tuxinvader/brocade-vtm error ip6tables table `mangle'

I started the container from docker hub and when I log into the traffic manager web interface im presented with this error

Key iptrans!iptables_enabled; /sbin/ip6tables -t mangle -S failed: ip6tables v1.6.0: can't initialize ip6tables table `mangle': Table does not exist (do you need to insmod?)

just to add some details:
Docker version 17.06.0-ce, build 02c1d87
Debian 9 Stretch (vm in virtualbox)
$ uname -a
Linux debian 4.9.0-3-amd64 #1 SMP Debian 4.9.30-2+deb9u2 (2017-06-26) x86_64 GNU/Linux

tried both these commands with same failure

sudo docker run --detach --publish 9090:9090 --tty --env ZEUS_EULA=accept --privileged --name brocade-traffic-manager tuxinvader/brocade-vtm
sudo docker run --detach --publish 9090:9090 --tty --cap-add=NET_ADMIN --cap-add=NET_RAW --env ZEUS_EULA=accept --name brocade-traffic-manager tuxinvader/brocade-vtm

I've checked and the mangle module should be available to you: https://packages.debian.org/search?searchon=contents&keywords=ip6table_mangle.ko&mode=path&suite=stable&arch=any

If the container is lacking the permission to insmod, then you could try adding the SYS_MODULE capability to your run command. Eg:

sudo docker run --detach --publish 9090:9090 --tty --cap-add=NET_ADMIN --cap-add=NET_RAW --cap-add=SYS_MODULE --env ZEUS_EULA=accept --name brocade-traffic-manager tuxinvader/brocade-vtm

Does it work if you manually install the module on the host prior to starting the container? ie:
modprobe ip6table_mangle
