Email preview lacks a scroll bar

Issue Summary

On Windows 11 / recent Chrome

Previewing a post in email mode shows no visible scrollbar. While the post can be scrolled with the mouse wheel, users who scroll by dragging the scrollbar do not have a mechanism to scroll.

Expected behavior: A visible scrollbar on the email preview window

Page down does work, but only if the preview portion of the page is clicked first. I spent too long on a call last night with a client with a two button mouse trying to work around this :)

Steps to Reproduce

Create a post. Add enough content to require scrolling.
Click preview.
Click email.
Observe the lack of visible scrollbar.
