Accessibility: tab navigation broken for collapsed sidebar #25054

Issue Summary
The collapsible sidebar (which I think is fairly new) appears to be inaccessible to tab navigation when collapsed. If it becomes collapsed somehow, it does not appear to be possible to get it open again (at which point tabbing works) without use of a mouse or other pointer-based navigation.
Steps to Reproduce
1- collapse the sidebar from /ghost
2 - attempt to tab through the document.
