Perhaps notes for more than just mods?

I often wish I could note someone instead of reporting. Some things aren't worth having the mods be pinged but are worth being available as context if a mod has to look into someone in the future.

I think it would be nice if the rest of us could do notes. I also am interested in the idea of letting anyone make notes, but having them be separated into three tiers. Mod Notes -> Team Notes -> Community Notes. Non-mod notes could be an extra mod menu button called "Context" or something like that which pulls up these extra notes as context.

I feel like this would also ramp up the amount of these the mod team will get, as I feel like a lot of us probably don't report as much as we should because well some things don't seem worth reporting in the traditional sense. Also, while I've personally read the recent report announcement, many will have not and may not know to treat reports as "make the team of aware of something" rather than "this breaks the rules".

It could be a nice extra addition that takes hold over time and promotes more awareness of peoples behavior.

We could add some restrictions to it as well, such as you must be Level 10 or 20 to use this functionality, to prevent abuse.

EDIT: Option to Note Ban or Note Rate Limit someone if they are providing bad context repeatedly after multiple notices with a failure to improve.
