"Story Point" average is calculated by value not quantity

As of now if 8 people voted 1 and 1 person voted 21 the average SP shows as "5" even though no one voted for 5.

For as-is example:

8 people voted 1 SP
1 person votes 21 SP
Avarage is 5 SP

I think this average logic should be with quantity instead of value. For example:

8 people voted 1 SP
1 person votes 21 SP
Avarage should be 1 SP
