File transfers tend to fail on unstable networks

Small file transfers from both TRIfA and Antox to qTox on the desktop tend to fail when network connection of the mobile client not as stable (WiFi).

Peer should persist in sending files, even when there is a lot of packet loss/disconnections.

@yurivict this is currently a client issue. until there is proper persistent filetransfer support in toxcore, there is nothing we can do about this in current toxcore

I understand this. I wasn't aware that such feature is planned in toxcore. This problem keeps coming up during normal use, this is why this is an important problem.

@yurivict can you write a proposal how this can work in toxcore? or even make a proof-of-concept PR ?
