[IDEA]: Server Admins/Bot Owners Should Be Allowed To Give Themselves Coins/XP

Command /give <user> <coins> <xp> should work when the user is a Server Administrator or the Bot Owner and used on themselves.

This is from the perspective of a former MEE6 user who wants to migrate each user's XP (including myself) to a self-hosted Bastion equivalent.
