Can this project do something for dns hijacking issue ?

Not only that, some ISPs can redirect, block or inject content into websites you visit even when you use a different DNS provider like Google DNS or Cloudflare DNS. Having Technitium DNS Server configured to use DNS-over-TLS, DNS-over-HTTPS, or DNS-over-QUIC forwarders, these privacy & security issues can be mitigated very effectively.

Can this be a solution for this type of dns hijacking ?

Thanks for the post. The only option in this case is to configure the local DNS or your web browser to use DNS-over-HTTPS (DoH) to bypass DNS hijacking at ISP level. But some ISPs also block websites based on TLS SNI extension so even after using DoH, you may not be able to access blocked websites in such cases.
