New Amazon M4/R4 instances as the default

With 1.10 we are moving to use M4/R4 instances as the default. The reason is they are cheaper and newer.

The real issue is if a client has RIs on M3/R3!

If you know of any client that has M3/R3 RIs please let me know we can help with any planned 1.10 upgrades.
