[BUILD] Client Maintenance of Storage Files

With the shift to save all media files to disk, the tablet user needs a way to manage storage of those files. There also needs to be a user friendly workflow to alert the user when disk storage is high and guide them to the process of clean up.

Store and keep around, and simply add a clean up button and keep it simple. Disable the deletion on sync - also make sure all media goes to file. Do not delete files that have not been synced.
