Bump vinxi version in Tanstack Start react-start-config package to 0.5.4v to enable passing custom HMR port for Docker containers

I've noticed that I can't pass the custom hmr port options because react-start-config uses 0.5.3v instead of 0.5.4v, where this option was added:
