I had a student import a small jpg to use as a background on the stage. It was too small.
It looks like Snap! will resize a background smaller to fit the stage but not increase size.
You can make the stage smaller. Under settings is Stage Size... This will change the coordinate system too. Backgrounds loaded before you make the stage smaller will now be too big. You have to set the stage size then load backgrounds.
You can right-click and edit the background. Use the grow button. This is not a good solution. Each time you click grow you distort the image. If you need to click grow more than once the compounded distortion makes it unusable.
You can use stretch x: y: %. So far this is the best way to do it.
