Calibration: Utilize existing services/libraries?

Description

There may already be other libraries or services that do what we are looking to do when it comes to i. parameter optimization, and ii. ensemble modeling (if I'm using the correct term). I will look into such existing services and libraries and evaluate them. I am supposing that the result will be either: a. I find nothing useful enough and we implement our own solution, b. I find one or more libraries and solutions which do everything or almost everything we need to satisfaction, or c. we find things that we can use, but will also need to do some of our own in-house work.

This issue is here as a placeholder until I've finished this investigation.

Update on experiment using Sigopt
I played around with Sigopt. I did it on a branch of hivNcd but didn't actually use any of the hivNcd code; I just did an example from the Sigopt docs in a subdirectory.
