Found out this regression stems from BizHawk 2.3.2/2.3.3... and that's all I know.
(Yes, writing two versions cause I don't have 2.3.2 downloaded and the issue doesn't exist in 2.3.1, but does 2.3.3, and looking at the release history implies it's more of a 2.3.3 issue, and I can't be bothered validating it atm.)
