Introduce some new variable bindings in the context of URITemplate expansion

• _base set to the metadata documents @base (or if not set that documents location)
• _tableid set to the @id for the current table

This will allow templates to expand relative to terms in the metadata document; the specs only support expansion relative to the csv file -- which is problematic for producing best practice linked data.
