Shortcut: Snap to shot change?

EDIT: Transferring this from Q&A to Ideas. There doesn't seem to be an option currently available for this, and this is a feature that would be very helpful whilst editing and creating subtitles. Maybe it is something that could be included in future updates.

Is there any way to create a shortcut that snaps the start of the subtitle to the shot change if the cue-in is placed within a specific amount of frames, for example within 12 frames, after the shot change. But, if the cue-in is placed after the 12 frame window in this example, then the subtitle simply starts at that position.
I.e. only snap to shot change if I'm trying to place the cue-in of the subtitle within a specific amount of frames after the shot change.
