Help with Share Limits

Hi, having a little trouble implementing the new share_limits feature.
Torrents are correctly getting tagged with noHL and correct trackers but none are being assigned the share limits i have specified.
an example from the logs:

Are you running in docker? You also need to add the new command or environment variable to apply share limits, even though you've set them in the config.
