Power upper limit inconsistency

### Description of the Issue

Right now, the `power_upper_limit` function calculates the correct upper limit for averaged spectra, but it does not work for summed powers (e.g. $Z^2_n$). 

### Your suggestions for the Fix

It should always be clear what case we are treating, by adding a keyword argument
