How do i make certain sections of the page collapsed by default?

There isn't a way from the skin.
You can probably hack something together in JS to make it happen though

Not really, but it probably goes something like this:

1. Wrap headings to be collapsed in a <span> tag with a class in wikitext
2. Find the according .section-heading and .section-collapsible from that span class in JS
3. Apply the --collapsed class to both heading and section to hide the elements
