Create release version of PySpinW

A fully tested release version of PySpinW should be made available to users.

Edit: At present this will use the Matlab "Compiler SDK" toolbox to generate an encrypted archive of the m-files which can be used with the "Matlab Compiler Runtime" without a Matlab license. We will use a new Python module / library, libpymcr to provide a Python interface.

• Update build process to use Cmake
• Build from SpinW repo
• Add CI tests
• Add documentation
• Add automated Github/PyPI releases
• Release on Github
• Release on PyPI

Blocker is that the project name pyspinw is taken (by Sandor but he's loss access to the account) so created an issue with PyPI support.

What's the current status on this? Are you actually building a python version, or is this more binding to a Matlab runtime?

Thanks for your interest, at the moment this issue is just to get a more polished Python version based on compiled Matlab. However, this should provide a good base for Python development in the future. Replacing more of SpinW with Python will require significantly more work and is something that is still being scoped out.
