Upgrade dependancy snowflake-connector-python to 4.0.0

snowflake-connector-python has now a 4.0.0 version https://github.com/snowflakedb/snowflake-connector-python/releases/tag/v4.0.0.
The fact that schemachange needs <4.0.0 causes issues in my poetry set up

Update the dependencies to be able to use 4.0.0
