Investigate HTMLzip failing to build

Note - PRs won't build HTMLzip (or other offline formats). Merging onto any branch is necessary to see if the build is successful.

I think it might be an issue with the Sphinx version. I might bump the Docs up from 6.0.0 to ~6.2.1
